Is it possible translate a floss manual without doing it from scratch? If so where can I find information on that process?

It depends what you mean by from scratch.

FM has a translation website (translate.flossmanuals.net). On this website, you can import any manual from flossmanuals.net and start translating it into another language. Notes: 1) you will need to create a new ID for translate.flossmanuals.net as it contains a separate install of Booki. 2) To import a book, go to your My Manuals page. Under Import Manual, select Import Booki from the drop-down list. Enter the url for the manual in the next box down (e.g. for Inkscape, enter http://booki.flossmanuals.net/turtle-art/). Finally add a new title for the book to the bottom box. 3) When naming a translation of a manual, the usual notation is the manual's name followed by "-" then a two letter lanugage code. e.g "Inkscape-es" for the spannish translation of the Inkscape manual. 4) when you edit a chapter in the new manual, click View Chapter to view a copy of the source language next to the panel where you are making the edits in the new language.
